Situation:
Base layer has many various comments over some pages.
Layer 1 also has may various comments over some pages.
In the situation, I want to delete all the comment on the base layer, maitaining comments on Layer 1.
How can I do it?
What I tried so far is:
- Made layer 1 hidden.
- Selected all the comments and delete in the comment panel.
- This deleted all the comments including ones on Layer 1. <-- This is not what I want.

- Display only the base layer you wish to delete comments.
- Set zoom factor as low as possible in two-page continuous mode.
- Use the Select Comment tool to select comments across multiple pages.
- Delete the comment by pressing the Delete key, etc.

Thank you very much. I am sure this works very fine.
As you said it is not smart way. I think it will be better if in the comment panel we could select comments by layers or identify which layer they belong to.
Anyway your solution inspire me to zoom out to select all comments. Thanks again. It is very helpful.

Thank you for the discussion here. I have raised this suggestion with the dev team for consideration. I cannot make any promises, but I also think layers could benefit from a "select-related" (comments, text, shapes, images) set of options in the right click menu.

For the time being, we have to rely on selection by zooming out, but I have a little concern about the operation in Ribbon Layout.
The video shown above is operated in Standard Layout, and the comment is selected with the Select Comment tool after being pulled down to the minimum zoom factor by Ctrl+Wheel Down at once. However, the same operation does not work in Ribbon Layout. This is because when the zoom factor is reduced to Ctrl+WheelDown in Ribbon Layout, it is reduced to a smaller zoom factor (0.01%) than in Standard Layout, but it is no longer possible to use the Select Comment tool or the Edit Object mode to select the base content. In contrast, in Standard Layout, Ctrl+WheelDown can only zoom out to a zoom factor that allows the Select Comment tool to function.
The minimum zoom factor depends on the resolution and scale value of the monitor. Therefore, the zoom factor in the verification video is for reference only, but the situation is as follows.
Therefore, it seems to me that it would be better to make the lower limit (A) of the settable range of zoom factor in Ribbon Layout coincide with the minimum factor (B) at which the Select Comment tool and other tools function, as in Standard Layout.

The "Ribbon page layout" will be getting a re-write or outright replacement in the future. In the meantime however I am sorry to say that while the current implementation is know to be quite buggy, it is no longer a priority for any changes or fixes unless they result in an application crash or damage to documents.
In short, the simple answer when things don't work well in ribbon layout is currently "don't do that". If the Standard layout works well, that should be used instead, if manually zooming out a little helps, that workaround is also available. One such example of a known bug which is not planned for fixing unless still needed after this re-work is completed, is the numerous conflicts with "single page mode" being used in ribbon layout.
I cannot offer any timeline for when this new handling will become available, but I expect it will be a longer wait than usual for such a new function. Once it is available however, it should come with notable improvements in various areas.

I totally agree with your thoughts. I am simply reporting information that has not been pointed out on this forum in the past, in a straightforward manner, whether it is helpful to you or not. I hope that someday the relevant features will be reworked with a whole new perspective.
