Build 353 itself is not yet available, but should be coming soon. When it is available, you will be able to download it from the respective product pages.

This looks good especially the docusign interface, will this be available in the SDK release?

The SDK has been updated to build 353.0, but as in the past, we do not include third-party plugins with the SDK unless they are open source. As such the Docusign plugin, much like the EOCR plugin, is not available in the SDK products.

Please make a separate topic in the appropriate forum thread viewforum.php?f=62 with the detailed description of what OCR exactly is not working, how does it look like from the user perspective and what settings are you using. We'll continue our discussion there.
Or alternatively you can write to the support@pdf-xchange.com with the description of your problem.
