Hi, where can I find XCShellExt plugin menus/commands? Is it in the PDF-XChange or system?

Welcome to our forums.
The ShellExtensions are a separate module to translate, and are not e.g. part of the Editor's main UI translation.
So you would need to start a new translation and then select it from the drop down menu:
