You can not force the Editor to create a PDF 2.0 file. When making files with the Editor - it will set the specification to the lowest possible that would cover all the features needed in your file (to ensure the best compatibility). That would usually be 1.4 PDF spec for files without transparency, and 1.7 for files with transparency or e.g. embedded videos in them.
Is there a specific reason you must create your files as conforming to the PDF 2.0 specification?
