It's difficult to have consistent text box sizes in the document. The only way i found it's by copy pasting or the default text box size when you click and start typing.

Welcome to our forums.
You have posted in the PDF-Tools Feature requests section, but I suspect you are actually using the Viewer or Editor.
If using the Viewer - please install it's successor the Editor:

Open a file with annotations (or make a new text box one), select it and then go to Object -> Transform Selection, and you can make the text box as big as you want it to be, by specifying it's position and size with a precision to a tenth of a mm.
