On some pdfs (not protected), I can not highlight, underling etc., while options (encircle, arrows, and the like) are allowed. Then on some pdfs, there is no problem. I can go to the comments tab and use all the items that are listed.

As you can see by the print screen, I can use the arrow, but yuo can see there is a box around line 1a. I hit highlight, then drew the box. When I release the mouse it disappears

Welcome to our forums!
This file seems to contain a fillable form - so likely the area around the form fields can not be highlighted.
Alternatively - the file might be a scanned one - so you are looking at a picture and not actual text that can be highlighted - please take a look here if that is the case:
