[javascript] add ability for a script to change doc.selectedAnnots

When built-in tools add annotations, they typically remain selected afterwards. However, with Javascript, it's currently not possible to change which annotation are selected. I don't know what's going on in the background, so whether allowing write to doc.selectedAnnots or adding .select(True/False) or some such method to annotations is more feasible.

From what I can see here the ticket is still in progress, but it is not something that has an ETA I can offer as of yet.
