Hi,

There's an issue when scrolling comment panel with touch.

Steps to reproduce
1. Open this file (it only contains comments for testing purpose, no base content)
File_Comment panel scroll.pdf
2. Open Comments panel
3. Expand all comments
3. Scroll up then scroll down Comments panel with finger touch with no keyboard attached

Issue
Touch keyboard is invoked unintentionally

Hello, Loki@99

This seems to be a cause of the single touch action being too sensitive, I can reproduce the same here. It only occurs when accidentally placing one finger, inside a text area before the other finger connects (which admittedly is very hard to avoid doing). I am passing this along to the Dev team for review.
