I would like to place a figure that is only half visible on my worksheet. How can I do that? I notice that the selection frame should not be outside the worksheet?

Welcome to our forums.
If you are trying to move the object with the mouse - it would indeed then baunce back so that the whole of it's selection rectangle is in the page.
However you can have the object selected and then move it with the arrow keys - and it would then stay hidden to the side:
