unable to use OCR - "none installed" for languages

As shown in the attached screenshots, when I try to use OCR, it says "none installed" for languages, but when I try to add/update languages, it says English is already installed.
Am I missing something? Do I need to install languages separately even though it already says installed? I just got a new work computer and PDF-Xchange was reinstalled. OCR has stopped working for the first time for me, but so far everything else seems to be working the same.

This is a bug introduced to many of our V9 and some early V10 products, which was caused by a new windows logging feature that incorrectly restricts access to necessary OCR files. You have two options here:
1. Some users have found that running the registry key present here can disable the feature. In some cases this can resolve the issue:
2. If that does not work, than I am afraid a Windows update has unexpectedly broken this after your version was released. We are unable to fix it in that version. As such, you will need to update to the latest release, which may require you to renew maintenance on your license, to retain access to all of your licensed features.
