make new document consisting of page ranges from existing document
Before the UI in PDF Tools was changed I was able to do this, Can it still be done and if so how? Or is an old version of PDF-Tools still available?

Hi jsampsontheumpteenth,
you can use several tool for this. For example "Extract pages tool"
Just specify the pages you want to exctract from original. See the example in attachments
