I have a scanned document for which I would like to increase the quality. Here is the document.
I tried to sharpen the text using the enhanced scans feature with the following settings:

It doesn't seem like anything happens. Why didn't it sharpen the text?

Are you talking about changing the image of page you present, "sharpen the text"? I don't know what that exactly means but I am afraid that's not going to happen. The image of the page "is what it is" and no software is going to change that.
My limited understanding of what the Enhanced Scanned Pages tool does is that it slightly makes low-quality text on a page image somewhat more recognizable for the purpose of OCR recognition and creation of a text content layer of that text on the page image without altering the page image in any way and, as you observe, nothing actually happens on the visible page image.
By the way, the regular OCR tool handles the text on your sample file just fine, but I don't think that is what is concerning you. I OCR'ed the main text and pasted it into a blank Word file and produced this. Maybe this is what you are trying to achieve...?....

PGK is correct, this document appears to be hadled quite well by the OCR process, but back to text sharpening. It should be noted that this document is already considered to be high quality and may simply not be poor enough for the text sharpening to activate at all. I need to zoom in to 300% before the text is noticeably "blocky" at 200% and lower its quality is high enough that a passing glance could assume it was a vector font.
The only exception to this is the "text" within some of your tables, which is damaged enough that I dont think it is recognized by the Enhance scans tool as text to begin with.... The best I can really suggest here is to do as PHK did, and simply run our Enhanced OCR on the file instead, to generate editable text that uses a vector font, ensuing high quality text regardless of zoom level.
