Comment Bar

I have began to like this program better than adobe DC. I have just come across a bit of annoying thing, the comment tool bar goes away when making comments. Is there something that I am doing or a programing error?

When you say it "goes away" do you mean like this?

If so, it would mean you have simply "unpinned" the ribbon. You can pin it again by double clicking on any header, or by using the "expand/collapse/pin" button on the far right of the ribbon tab row:
