It's a feature request.
Issue
Text in sticky notes automatically goes into line break.
Solution
Auto-resize Sticky Notes until user clicks the Enter key to make a line break
Should have been like this if I didn't click Enter key

I'm aware that I can manually resize Sticky Notes but handling it automatically like that will be convenient.

That goes against the standard handling for Sticky/popup notes and could cause some degree of confusion among many others. I will pass along the suggestion, but I cannot many any promises.

Btw, PDFXCE popup note scroll bar has an overlaying and offset UI bug.
Besides, the main reason of the initial post is that default PDFXCE characters limit is very few compared to other PDF softwares due to the default popup note size.

In brief, Popup note improvements should :
1. Auto-expand height and fix the scroll bar UI bug

I have reset my settings to defaults across the board, and this is what I see: Adobe is very slightly larger at the same DPI. Meanwhile the Foxit image you show appears to be using a much higher application DPI. If you compare the three images at their original size, you can see clearly that despite the font being at 12 pt, there is quite the disparity.
It is worth noting that because Sticky note popups do not have a direct connection to page coordinates, they are highly vulnerable to changes in application DPI, meaning that if two people use apps with different DPI values, they will always see different sized popups notes. That is not an issue on our end, but one in PDF's own handling for this content.
- As an example, I have increased the DPI in the Editor, and now the desired output seems to appear. You can also use the "compact comment popups" option in the preferences if you wish to get a bit more real estate in your popups, note that this is a local setting. - As for extending note height when commenting. That may be more reasonable, and I will brooch that topic with the team shortly.
- Finally, regarding the "scrollbar overlaps actions" this seems to be an "active editing" display issue. If you close and re-open the popup, that disappears, so at the very least, it will not impact anyone merely viewing your comments after creation, only those actively editing. I will bring that bug up with the dev team as well, for resolution in a future release.
