When writing with a pencil, selecting a small piece of writing with the intention of dragging it
is a very delicate operation. Trying to drag as a unit often results in dragging just a piece of it.
How to do this better?

Hello PetrKrysl,
Have you paid attention to the type of mouse cursor?
In order to move the entire selected comment, the drag must be initiated when the mouse cursor is "Move cursor" in the shape of a crossed arrow. The mouse cursor should be "Move cursor" if there is a circular guide mark that appears in the center of the selected comment group or if the comment is in the middle of nothing.
If you initiate a drag when the mouse cursor is directly above a comment and it is arrowed, only that comment will move.

That is the problem: the "move" cursor appears when the pen is within a few pixels of some point, and
it is very difficult to get the "move" cursor and at the same time click and drag.

I finally understand what you are trying to say. It is true that when the selection area is as small as the size you indicate, the points at which the crosshair cursor appears are limited. In order to drag while maintaining the crosshair cursor, careful manipulation of the stylus is required. If you want to operate only with the stylus, at this point the only way to do so would be to increase the zoom factor to a level that would make it easier to operate.
In this situation, a trackball or trackpoint seems to be the best operating device, as it is easy to change only one of the XY coordinate and the click button, respectively. Since the stylus is a device with the exact opposite physical characteristics from these, the only way to manage this situation at the moment is supposed to be the user's effort.
I use a stylus on a daily basis, but also have the following devices connected at the same time.
Ideally, in a case like this, it would be great if the handles could be automatically positioned outward with room to spare when a small object is selected, as in Drawboard PDF. This change should improve the usability of any device, not just stylus operation.

Thank your both for the discussion here, I have passed this suggestion along to the Dev team for further review. I will admit this is something that I've always found strange, but I dont know if I ever vocalized it personally...

If the selection frame of objects were to automatically expand when the size of the selected objects are small, it would not only make it easier to move the objects, but would also have the advantage of making the objects visible while they are being moved, thus facilitating placement.
Currently, when objects are completely covered by the window's resize handles, the placement must be fine-tuned by repeatedly selecting and deselecting the objects. Of course, this can be solved by increasing the zoom factor only when fine-tuning, but it would be better if the selected objects could be seen without having to zoom in.
