I am using a pencil tool, and I take a screenshot. I paste it into Editor, but since my tool is not "select comments" I can't grab
the image handles and resize it.
What is the solution? I have to switch to select comments and back again after the resizing. A pain in the neck.
Is there a better way?

Have you enabled the exclusive mode for the Pencil tool?
The default setting of PDF-XChange Editor leaves the exclusive mode disabled for the Pencil tool. In that case, immediately after pasting a screenshot, as shown in the video below, the pasted screenshot should be selected and resizable, etc. In the first half of the following video, you only use the PrintScreen key and the shortcut key Ctrl+V to operate, and you do not explicitly change to the comment selection tool in the process.
However, if you have the Pencil tool's exclusive mode enabled, the mouse cursor will still be the pencil icon after pasting a screenshot, and the Pencil tool will still function when you try to select the pasted screenshot. In this case, as shown in the second half of the video below, you can select the pasted screenshot by pressing the Shift key to disable exclusive mode temporarily.
