I created a custom menu including the Edit All option.
The problem is that the state of the Edit All button is determined by what is selected in the Edit Objects menu:

If "All" is selected in the Edit Objects button, then the Edit All button always looks like this:

In the image above, I have selected the Hand tool, which I would think would deselect the Edit All button. However, the Edit All button always looks like what is shown in the above picture as long as "All" in the Edit Objects menu is selected. This is true regardless whether I have selected the hand tool, the edit text tool, etc.

It just doesn't seem like the state of the Edit All button should be determined only by what is selected in the Edit Objects menu. For example, it seems that the Edit All button should not be highlighted when I select the Hand tool.

Thank you for the report, this is not a bug, but is an intended feature. The "All" button is a "mode" toggle (not a "tool" in itself), similar to the "Exclusive mode" function.
When it is enabled, is is visualized inside of its intended home. When you remove it from that home it is not possible to retain the "checkmark" indicator, and so another, more generic indicator must be used. In this case, a button highlight is the solution.
This is intended to help show at a glance which mode is enabled for the main "tool" (In this case, the "Edit Objects" tool, and is unlikely to change.
