When Single Page, Fit Page and Standard Layout are enabled, all pages of the document are scrolled correctly, regardless of the direction of scrolling, their size and aspect ratio. However, in the case of Ribbon Layout and the example shown in the video, scrolling occurs only up to the page with landscape orientation, on which scrolling with the mouse wheel breaks. You can switch to any other page via the Thumbnails Pane, but as soon as you switch back to the page with landscape orientation, scrolling with the mouse wheel will become impossible.

Upd. I assume that the following bug with pages not being displayed in a document where one page is significantly higher than the others is also related to the one mentioned above:

Re: [bug] Turning of different size pages when using Ribbon Layout
Hello, Jensen Head
Thank you for the report, Generally speaking, Ribbon layout and the non-continuous modes are inherently incompatible with one another and I personally still do not understand why we allow them to be used in conjunction at all. (In my opinion, these modes *should* temporarily force standard layout to avoid all of the issues we have seen over the years...)
In any case, I have passed this along to the Dev team for review. As you said, both reports are related.
In the meantime, I should note that you do not need to use the thumbnails pane to scroll, as along as the "width" of the page is still fitted, which in my tests it seems to be, you can use Shift+Scroll to scroll horizontally (which is the intent with Ribbon layout anyway), to continue to the next page.
[Quick edit]
The dev team confirmed, the Ribbon layout is quite problematic in many areas, and at this point fixing it is not a viable option. It is slated for an overhaul/replacement in the future, but I cannot offer a timeline for when that may be. In the meantime, I am sorry to say any such bugs that do not result in a crash or data loss are unlikely to be addressed.
For now the best workaround I can offer is to not use the Ribbon layout unless you are in a continuous view mode.
Kind regards,
