Hello,
I recently switched from Adobe Acrobat Pro X to PDF-XChange and can’t figure out how to add new text with a white background to cover existing text. In Acrobat, I could simply set the text background to white, but I can’t find this option in PDF-XChange.
Is this possible, or do I need to draw a white rectangle first and then place the text on top?

You would be looking for the textbox comment tool, on the comment tab, near the typewriter: Do note that this only overlays on top of the original content, it does not remove it. If you need to completely remove the old content, using the "Edit text" tool (from the home) is advisable for base content text, or alternatively, using the "mark for redaction" tool, on the protect tab, to remove the content entirely before adding new text through any preferred method.

No the PDF is a scanned file, the text is not editable.
I found a way with the Typewriter tool but I need to select my text after after to set the backcolor.

I think you have misunderstood...
The "text box" tool I highlighted above is a commenting tool, it places a new block overtop of existing content, no matter if that is other text, or an image, and it has a background fill value by default. You certainly can add a background color to the typewriter tool, but that is just manually creating the textbox tool, with less intuitive text wrapping capabilities.
As for the removal of the previous content, the "redact" tools work just as well on images as they do on plain text, so you can still use that if you have any need to properly "remove" the hidden information you are placing this text box overtop of.
