Customize toolbars move up/down

As you can see in the GIF screen recording I am only able to move it down by one, and I end up having to move the tabs below up instead.
Maybe it has something to do with the other tabs having subgroups, and the one I try moving not having them?

Post scriptum:
by the way I am not able to drag and drop to reorder, is there a reason you have not allowed for this?

Could I ask you to export and send us a copy of these settings? I am using an internal nightly build, and either I am missing a step to reproduce, or this has already been fixed for the next build. With your settings I can confirm if things are back to normal.

PDF-XChange Editor 10.7.1, build 399, Microsoft Windows 10.0.19045.6332 — same problem: the button to move a tab down the list does not always work. There seems to be some correlation with moving other tabs in front of (above) it. At least after moving a tab from under it, it becomes possible to move a previously unmovable tab down without moving all the tabs from under it up.

Thank you for the files. I think I found the root of the issue. The "addon tools" Tab appears to be at fault for the whole fiasco. I happen to have one today due to some other ongoing testing, but often I do not (and likely didn't when this first came up). Surely enough, Medbooster had one as well in their OP, which tipped me off to the possibility.

I have forwarded this to the Dev team now that it is reproducible on this end.
