How to rotate a drawing by any angle

I need to rotate the view by a defined angle.
Here are two related questions:

1. Is it possible to measure an angle in the PDF X Change Editor?
2. How can I rotate the PDF to obtain the horizontal/vertical axes in the attached image?

...unless you make it a Stamp. Then, you can rotate it to your heart's delight.

If you have in mind an entire page, you can select the page in the Content panel

The "transform selection" tool located on the arrange tab also works on base content images, and allows you to manually enter a rotation value:

As for finding the angle. If you use the "perimeter" tool, you can draw one line, hold shift at the starte, then release it after placing the second point, you can then visually see the angle of the corner your have drawn in the measurement popup:

But, Daniel, is this selection for objects on the page? Would that apply for the whole page including all Comment and Content objects?

it would include all items which you can select in a single action, that are allowed to be rotated. Sadly, it is not possible to select comments and base content at the same time, and some comments cannot be moved/rotated after placement, so you would need to do this in a few steps.

I agree, Dan, that you cannot rotate selected Comments and selected Base Content at the same time in one action.

However, if you convert Base Content (say, a whole page) to a Stamp and then paste that onto a blank page along with the Comments above, and then, if select all those Stamps, you can rotate them in one action.

You can then selectively flatten them. For instance, the Stamp made from Base Content can be restored to Base Content status by flattening that Stamp alone, leaving the others as Comment objects.
