[Suggestion] Display `The debug log settings will take effect (…)` only if the value has changed

[Suggestion] Display `The debug log settings will take effect (…)` only if the value has changed

If you change the value in the `Log mode` field on the `Debug` tab, a warning will appear stating `The debug log settings will take effect after the application restarts`. However, if the value is returned to its previous, current working state, the inscription will not disappear (as unnecessary). I believe this warning should not be displayed unless there are changes to the value that require an application restart to take effect.
