The order of items in the Shell Menu list

At least on Microsoft Windows 10.0.26200.7171, when using PDF-Tools 10.7.5.403 (Oct 28th, 2025), the order of items in the Shell Menu list in PDF-Tools doesn't match their order in the File Explorer context menu.

Also, if I understand correctly, they can't just be sorted alphabetically, but only manually, by dragging and dropping.

Is this intended (what logic is at work here?) or is it a bug?

I honestly wish I could tell you what logic goes in here, but I can confirm it is not alphabetical (by name or Tool ID), nor is it by the order added to the shell. As far as my testing has taken me, it seems to be at the whim of Microsoft's presentation method.

Just in case, I have asked the Dev team if there is any way we can influence it, but until I hear back from them, I am afriad that I do not know of any way to modify this.
