To reproduce the error:
1. Create the tool and add it to the Shell Menu.
2. Verify that the tool appears in the Shell Menu.
3. Rename the tool.
4. Verify that the tool appears in the Shell Menu under its old name even after restarting all File Explorer processes.

Indeed, there is a bug. The fix will be available in the next build. Until then, you can rename a tool directly in the Tools List (using the Rename Tool command on the toolbar or the F2 hotkey).
