[build 405] TrackerUpdate fails to start properly SOLVED

Hello all,

After installing build 405 released today, I noticed that TrackerUpdate is not functioning properly. As shown in the verification video below, checking Task Manager reveals the process ID fluctuating wildly, preventing normal startup. I imagine the suspension of build 405 distribution was likely due to this issue. For your reference.
