When creating new PDF portfolio, even if OS time zone is not UTC, the portfolio index date and time are set based on UTC

Hello all,

When creating a new PDF portfolio in PDF-XChange Editor, I noticed that the date and time displayed on the portfolio home screen and in the Show Information dialog box are set based on UTC without taking into account the Windows time zone settings. When opening each file from the portfolio and checking the date and time from the document properties, the date and time are displayed correctly, taking into account the time zone in Windows.

In the following verification, when the time zone in Windows is set to UTC+9, a newly created PDF file is added to a new PDF portfolio, and the date and time of the file is compared with the clock in the system tray in each scene.

In other PDF applications, there is no time difference due to time zones between the date and time displayed in each scene and the clock in the system tray, so it seems that improvements are needed in PDF-XChange Editor.

With the build 401 update, the created and modified date/times displayed in document properties and the portfolio list now match, even when the time zone is set to something other than UST. Thank you to your support and development teams for their efforts. However, while the issue mentioned in the initial post has indeed been improved, I have newly noticed the following issues and are reporting them additionally.

The specific issues are the following two points:

1. When a time zone other than UTC is set, updating the portfolio composition file causes the created date/time to become inconsistent between the document properties and the portfolio list.
2. Regardless of the time zone setting, updating the portfolio composition file causes the created date/time to be deleted.
