Adding page margin without scaling page content

I want to add margins at the top and bottom of pages. The page sizes in the document vary, and I don't want the content of the page to scale at all.

Is using Merge Pages the best way to do this? Would this example add 40pt margins at the top and bottom of every page without scaling the content? Or is there a better way to do this?

Ideally, you would want to use the "resize pages" tool, and then enter a growth value to best accomplish this - it gives considerably more control of the process and positioning:
