This request is for a way for a script to know the user is in the middle of drawing or editing something.
Currently, if a script has a timeout set, it doesn't know if a markup is in progress. If it shows a dialog, it interrupts everything, and drawing elements that were in progress are lost. It doesn't cause as severe a problem for text boxes if they are being edited (which also do get included in selectedAnnots):
As a lesser option, so long as the in-progress markup isn't terminated and can be continued, it wouldn't be as disruptive.
