Issues with the “underline text tool.”

Good afternoon,

I have a problem with the highlighting tool. I’m trying to use it with the mouse, but it doesn’t respond to the command (I should mention that there is no issue with the mouse). I simply cannot highlight any word in any color. Something is wrong because it worked initially. I don’t know what is happening now.
I would like a few suggestions to help me use these commands again. They help me a lot when taking notes on books. Maybe something is set incorrectly. The document I am trying to highlight is a scanned document (a scanned book that appears in PDF format).
I simply can’t find the solution.

Hello,

Is it possible your document is only Image based? The Highlight Tool only works with recognizable text. Please try performing an OCR on the document (Convert>OCR).
