Comments pane - expand/collapse disabled

Comments pane - expand/collapse disabled
When I open a file and go to Comments pane, the "expand/collapse all comments" buttons are disabled. Only after I click on one of the comments those buttons are enabled. Could you please enable them from the very beginning? Thanks
