An opened window does not bring to front when reopening a file via "Open Files" dialog

An opened window does not bring to front when reopening a file via "Open Files" dialog

Hello all,

I noticed an issue when the option "Open each new document in a new window" is enabled in the settings.

When I try to reopen an already opened file using the "Open Files" dialog, its window does not become active (it is not brought to the front). Interestingly, if I reopen the same file using the "Recent Files" command, the window becomes active as expected. For comparison, Adobe Acrobat brings the window to the front in both cases when its "Open documents as new tabs in the same window" option is disabled.

I have attached a verification video showing the difference in behavior using three sample files. Here are the steps taken in the video:

  1. Open "1. Red.pdf" from the "Open Files" dialog.
  2. Open "2. Green.pdf" from the "Open Files" dialog.
  3. Open "3. Blue.pdf" from the "Open Files" dialog.
  4. Try to reopen "1. Red.pdf" from the "Open Files" dialog. (Window does not become active)
  5. Try to reopen "2. Green.pdf" from the "Open Files" dialog. (Window does not become active)
  6. Try to reopen "3. Blue.pdf" from the "Open Files" dialog.
  7. Reopen "1. Red.pdf" from the "Recent Files" list. (Window becomes active)
  8. Reopen "2. Green.pdf" from the "Recent Files" list. (Window becomes active)
  9. Reopen "3. Blue.pdf" from the "Recent Files" list. (Window becomes active)

Here is another video demonstrating the same issue with a slightly different scenario:

  1. Open "1. Red.pdf" from the "Open Files" dialog.
  2. Open "2. Green.pdf" from the "Open Files" dialog.
  3. Open "3. Blue.pdf" from the "Open Files" dialog.
  4. Close the document tab of "3. Blue.pdf".
  5. Try to reopen "1. Red.pdf" from the "Open Files" dialog. (Window does not become active)
  6. Try to reopen "2. Green.pdf" from the "Open Files" dialog. (Window does not become active)

At Step 4, three windows overlap with an empty window (no file open) in the foreground. In this state, attempting to open files in steps 5 and 6 makes the application appear unresponsive.
