You could try a workaround such as bringing a pen drive to a place with an internet connection and downloading the necessary files onto it, then bringing it to your offline computer - but beyond that I'm afraid there is not much we can do to resolve this issue.

Look to this folder:

C:\Program Files\Common Files

And copy either or both of the "PDF-XChange" and "Tracker Software", if they exist.

Copy those contents to the same location on the offline device, then restart our software - the new languages should appear without issues.

It is preferable to do so, yes. At the very least, it should be the same major version number (V10 subfolders are located in a different place from V11 files).

I tried now and only found the "Tracker Software" folder. The "PDF-XChange" folder was not there.
If this helps, I am using the Pro version 10.2.1.385 and I need Hebrew for both programs.

Excellent, this is why I noted "either or both" in the steps above, if only one exists, only move that one - provided you have the same version on both devices, this will work without issue.

I just wanted to update that the OCR does not correctly read the division into columns
, and it also seems that it is not up to date with the fact that in the Hebrew language it is customary for the right column to precede the left column

Unfortunately we do not control the rules which the dictionaries follow in these areas, so there is little we can do to address it - as this is all a third party tool we are utilizing.
I will pass that information to our Dev team, so they can report it to ABBYY, who develop the core components of the plugin, to see what can be done, but I cannot promise any changes until we hear back from the, which could be quite some time.
For the purpose of that investigation, could I ask for a copy of any file you have this issue with - before OCR has been run on it.
