I'm noticing a similar weird inconsistency in the snapping angles in v11.0.1. I'm trying to move the ends of a polyline horizontally, but if I hold down shift, it refuses:
I think it's related to the rotation angle that the annotation is set at (180 degrees). here's the polyline I'm trying to move.
If I set the angle to 0, it works; any other angle, no...

I split this post from the previous one as this appears to be a different issue, After some testing, I found that the rotation is causing the "snap point" to be the unrotated origin, instead of the current point.
eg: I will be passing this up to the Dev team separately from the previous topic, as this seems to be a different issue. The angle snapping itself is working properly around the "point" in question (which was the other topic focus), in this case, the issue is just that the point in question is in the wrong location.
