From the Measuring Tool Bar, when using the Distance & Perimeter tools, a Properties bar opens giving several choices including Line Start & Ending Style which does not work. After the measurements have been set, a new Properties bar opens with the same choices as the first, minus the Scale ratio. In this bar the Line Start & Ending Style works.

I can confirm here. The line ending properties can be set before drawing a line, but it has no effect. They can be changed after drawing the line. There is no such problem with setting the line weight before drawing.
