When I am in full screen mode, then Ctrl+ zooms me in. The first two clicks zoom me a small amount. But the third one jumps a huge amount. Can you make the zoom jumps smaller between the 2nd and 3rd click? Or customizable?

I cannot reproduce the problem. Zooming is smooth in sensible increments. What size is the document? See the info line at bottom left.
With my A4 document, Zoom increases from 87% to 100%, 125% 150% 169% (page width), then 200% 300% 400% 600% and 1200%
I suspect that your PDF document is unusually small, so you're quickly reaching the higher zoom levels where the step is bigger.

I cannot see the zoom amount because I am in full screen. The problem does not happen in normal mode. But, from measuring the size on the screen, it looks like the zoom amounts are ~95%, 100%, 103%, 125%. Perhaps I want too much. The jump between 103 and 125% is too much.

The zoom step is the same in fullscreen as in window mode. You can view the Zoom toolbar in fullscreen.
Right-click on any toolbar to show the customise dialogue. From the View menu, Toolbars submenu, right-click again on the Zoom toolbar and assign a shortcut, e.g. Shift Z. In this way you can show/hide any toolbar in Fullscreen mode.

please also note that those zoom levels are used throughout a number of other applications (e.g. MS Word, Adobe Acrobat) so they are "de facto" standards and this is the reason we are using them.

To set zoom level into full screen mode (in normal mode works too) you can use Shift+Ctrl+M shortcut.
