PDF file at web site: root object is missing or invalid

PDF-XC is my default pdf reader.
At a web site, I tried to read a pdf file and get "The root object is missing or invalid" message. I cannot find a help at Adobe Reader's forums and wondering if anyone her can help me. The URL I went to was:

It seems likely that there is a site problem. If I download the PDF file, I get a PDF document that I can open, but it is just a blank page. Adobe Reader says that the file is damaged and cannot be repaired

Looks like file is broken during transfer (all 0x0D bytes are stripped from file), so it becames incorrect - wrong object offsets, no white space characters between keywords and so on. I'm affraid that this file cannot be recovered.

Please note that the PDF has no text content, but is a binary format and it is required to be transferred as is, without any changes (many ftp clients may use text mode for upload pdf files and make truncations like this).
