When I copy text from a textbox or callout and paste into another I would it expect it to keep the formating. For example I have a callout that is needed on 5 separate pages. The viewer does not allow me to copy the callout so I copy the text within the callout, switch to another page, start a new callout then past the text. The text formatting changes to whatever the default is. Am I wrong to think the formatting of the text should be maintained when pasting the text?

Yes, you're wrong to expect formatting to be copied. Pasting plain text is much more useful.
If you want to change the text default, then right-click in some text, and change it from the text formatting menu.
