The PDF-XChange Viewer is my ideas as to the 'POST CREATING' from PDF documents. My problem: When I was AD User 'mbachmann' marks insert into a document, can a other AD user 'xyz' this wish to delete again. THIS IS UNACEPTABLE !!!!. Comments may only be the author must take it out again. What did you answer to this problem?

I can understand that you are frustrated but please there is no need for Caps LOCK, we are here and always trying to help the best we can.
From what I could make out it appears that you do not want another user to be able to delete a comment you have made. All you have to do is set up restrictions on your document and not allow the other user to modify it. See them in "File -> Document Properties... (Default shortkey Ctrl + D) and then security - this is a pro feature that is available from version 42.0 and on.
If you want to make the Comments permanently part of the document you can also use the "Comments -> Flatten Coments..." command in the Viewer's main menu, but this way noone will be able to further edit them, not even the one who created them.

The PDF documents and invoices must be approved by several employees equally processed. These comments should not be deleted by an other. I had the opportunity to 'flatten Coment' tested. That is acceptable.
