Adobe Reader allows you to open a PDF file using a URL or command that specifies both the file to be opened plus actions to
be performed once the file is opened. Does the Xchange Viewer do the same?

Yes, we support this feature already.

I saw the reference to the shell command but I need to open from an url link.

So to be more specific. How do I specify the parameter "page=<page_number>" in a url such as the one shown?

This feature already exists for command line mode, for example call:
PDFXCview.exe /A "page=4&zoom=200=OpenActions" "http://edocket.access.gpo.gov/2009/pdf/E9-20345.pdf"
In the next build this feature will be available for "Menu->File->Open from URL" possibility also.
In this case you will be able to simply specify this URL in form:
http://edocket.access.gpo.gov/2009/pdf/ ... 4&zoom=200
and press the OK button to download and open it...

Please use the same syntax for a jump to a page or "bookmarkt" like the Adobe-Reader Browser-PlugIn.
With the AdobeReader Plugin it is possible to create a link "my.pdf#<pagenumber>" or "my.pdf#<Bookmarkname>" to jump to a page or "Bookmark".
Thats very useful, if you create a context-sensentive documentation in PDF.

If PDF-XChange viewer is enabled to open PDF in browsers, this link http://edocket.access.gpo.gov/2009/pdf/ ... pdf#page=4 will open the PDF on page 4 as specified in the URL. In other words, our browsers' plugins support page numbers and named destinations in URLs.
