Is there any way to set the DocIndex property and dynamically have other opened documents change?
For instance to insert a document or change the collation of opened docs without having to reopen each doc to apply new order.

Unfortunately there is no such way. Each document has it's own unique ID that can not be changed.

We can add this feature (for a change order of opened documents) in the future (possible in 3.x version).

I think that would be nice. Any app that allows a user to open and close multiple docs would benefit from this. Allowing users to insert or change the order of opened docs.
