First of all, I have to make clear I have no idea of computers.
I am a translator and I am translating a law for a publishing company. The thing is that they have sent me a final version of my translation in word converted to a PDF viewer document. I downloaded the program because they wanted me to point out my changes by means of colours and comments (That I manage to do).
My question is if I can WRITE some text or change some words with this program (like in word).
If this is not the case, what is the company doing? converting the text all the time word-pdf?

No, you cannot edit a PDF like you can a Word document.
It would be better to ask the company why they don't send you a Word document. Changes can be tracked quite easily using Word.

Another option could be to cover the areas you want edited and use the typewriter tool to add new text, but that should only be used for really minor corrections, as is not a trivial process.
Also if you sent them a Word document they should send you back the same document for further editing.
The PDF Format allows a wider range of Users and operating systems to read the file, and allows the content to be protected, but for updating a document that is still a work in progress - Word is the better option.
