Problem:
When viewer is started by double-clicking on a target pdf file, the mouse will not scroll DOWN. Scrolling up works.
Clues:
No problems with keyboard arrow keys or pgup/pgdn.
It seems that when started from my start menu that mouse scrolling works fine.
When starting the viewer from the start menu, scrolling (up or down) results in my cursor changing from the hand tool to a scrolling icon. When starting the viewer from double-clicking a document, scrolling up does not result in a change to the cursor (hand tool).
PDF-XChange Viewer v.2.044
I've tried the executable and the msi with same results.

Sorry, but we cannot reproduce your behaviour. In fact scrolling up and down has no difference in code, so they both should work (or not).
Can you provide us step-by-step instruction how to reproduce your bug? Also, do you use touchpad or mouse for scrolling? If touchpad - can you try use mouse?

It turns out that opening files via double-clicking on the file through Windows Explorer does not introduce the behavior I've described (i.e. it works properly). XYplorerFree is not supported software anymore, so you may not want to investigate further. I have not used the latest (non-free) version of XYplorer.
Regardless, the procedure that I use is as follows:
Open "XYplorerFree" (version 5.55.0002) file manager utility.
Browse to a folder that contains a pdf file.
Double click on that pdf file. (Viewer opens the file)
Use the hand tool to "scroll" down (using touchpad).
Use the touchpad scrolling to scroll up.
Use the touchpad scrolling to scroll down (unsuccessfully).

Looks like viewer's page view window isn't in focus and scroll wheel messages are not handled by it. Try to click on the page view and then scroll.
