Typically the Ask Tool bar is correctly removed simply by using the Windows Control Panel
Programs and Features (Vista/Win 7) or
Add/remove Programs (XP) applet. However when something goes wrong though we need to go a little deeper so here we go...
If you have only one account, as ugradedeveloper points out, it most likely will be one with "Administrative Rights". Depending on the version of Windows however that may or may not be sufficient as it is not actually the built in "Administrator" account.
All versions of Windows since NT have had a built in Administrative Account. Since Windows 2000 it has been hidden by default and it typically only available when starting your computer in
safe mode or through a
registry hack like this one to
enable the true Administrator Account at logon on an XP machine.
Please note that incorrectly changing your Windows Registry can permanently damage your computer so please only do this if you are fully aware of and prepared to take the risk.
regsrv32.exe requires
at least Administrative rights. Fortunately there is an easier way to do this that enabling the administrator Account and logging in as this user or even being Administrator in Safe Mode. Although some Windows repairs are best done in Safe Mode, you can use the "
Run As" feature to start a command prompt as though you were logged in as an Administrator:

Any of these methods should be enough to have
regsrv32.exe run with sufficient privileges to de-register the dll and remove the Tool bar. Start the command prompt using this
Run As feature as described and enter the command listed below and all should be well...
