Custom Color Scheme problem

The attached pdf contains two scaned picture. The source of first page is true color, and the source of second page is black and white. I believe that they have been compressed with a special method to get file size small.

I'd like to see the document with yellow background color, so I change the Use Custom Color Sheme Option in the Edit-Preference-Accessibility. But only the second page changes its backgournd color, the first page is not affected.

If you open this pdf file in Foxit reader 4.0(3.x is also ok), you will see that the change of background color is applied to both page.

I'm using the latest version of PDF-XChange Viewer, 2.0 b53.

Add some information:
Acutally, the new backgound is applied to the first page, since when I scroll up and down the page, I can see the defined bg color. But it will soon be covered by the page. It seems that PDF-XChange Viewer can not recognize the bg layer of the first page correctly while the foxit reader can do it well.
