As for the question - if you have the settings exported from another instance of the Viewer, you can import them by:
PDFXCView.exe /importp c:\mysettings.dat
And if you just want to set up our Viewer to open all documents in tabs go to Edit -> Preferences -> General, and make sure that you have turned on "multiple Documents" and also "Tabbed Documents".
