Many PDF views allow the pages to be shown to the side as you review a large file.
Example I am looking at a large military file, the contents page lists page 58. Many times you can open a small image of the entire file and quickly pick out page 58 and click on it.
forgive me but I don't think I understand exactly what you are wanting here. The Thumbnail Pane will create small 'Thumbnail' images of every page in the document and clicking on one of those thumbnails will send you directly to that page.
Perhaps what you really want is to have open the Table of Contents in one window and the document in another? That way you could quickly flip between the TOC and the page you want to read. In that case then you have the right idea, if the TOC is not clickable then typing the page number in the navigation control at the bottom of the document will be your quickest way to get there. Just be aware that in some documents these logical page numbers don't always match the document page numbers. This happens when a document starts with numbers other than 1. i, ii, iii, iv , v, vi etc. This will be corrected in the next major version of the Viewer.
Take a look at this article for details on how to enable "Multiple Instances"
