Activate 'Text formatting' toolbar.

Pressing 'Ctrl-E' does not bring up Text formatting toolbar. I get a toolbar where I can set Line color, border style, etc.

Hello carlsen,

You need to have started typing (or double clicked on an existing annotation text), before the properties toolbar changes to the text formatting options.
Otherwise it would be showing you the properties for the object holding the text - and the two are separate.
