Change scale.

I am new to this viewer and I am pretty impressed with it. I am in the building sector and I uses the measurement feature. Is it possible to change the scale? If the user can change the scale, then it would be possible to measure the plan of a building in .pdf format. Some plans I recieve have measurements indicate on them. They do not corresponds with the measurements that the viewer measure. Maybe a feature where the user can click on a supplied measurement / distance and then tell the viewer / program what the plan indicates. That scale can then be applied to all future measurements.
