I made a simple PDF with PDF-XChange Printer and checked the "Security Infos" of the same file with "Adobe Reader 9.4" and PDF-XChange Build 193.
The result is interesting:
For XChange everything is "allowed", for Adobe the halve of the settings is "not allowed".
Are they displaying different things?

Hello Peter,
Recently Adobe have started placing some weird restrictions, and some things like e.g. adding comments to a file are only allowed if the document was created by one of their own products and signed with a specific certificate.
You will need a license for the full Adobe Acrobat Professional (not just a licensed Reader) to be "allowed" to do those things with files created from third parties.
As far as the PDF specification goes and the information stored in this document there are no restrictions on this file - and our Viewer complies with that and reports that everything is allowed.

AutoCAD does the same - it reports if the drawing was made by an Autodesk product or not. And then it shuts down the programming interface with integrated bug ...
