Hi,
Sorry for the simple question but my experience with pdf files is very limited. I'm trying to study abroad and the university that I'm applying for offers a pdf file that I have to fill in and then they gave me the option of emailing it or sending it by postal service. I prefer the emailing route because it is much faster and cheap but I have no way to fill in anything in the pdf file because the fields are static (I can't type anything in the document). Is there anyway to fill in the required fields in the file and attach my photo in the designated place for it without having to do any printing/scanning or any of this tiresome things?

Yes you can use the typewriter tool to type over any area of a PDF page (provided the document does not have security restrictions). As for the photo - the easiest way to insert it as an object that you can move after that is:
Open the image in e.g. MS Paint - select the whole of it (Ctrl + A) and then go to our Viewer and "paste" (Ctrl + V) the contents of your clipboard. This will place a copy of your image inside the PDF file - and you can them move it around to place it on the desired place in the form.

Oh, before I forget. One more question if you don't mind...
In the fields in which I have to select an option (i.e. I don't have to type anything), is there any option to choose an arrow or a bullet point or whatever symbol to indicate that I want to select that option?

I am using the attached check mark - and you could easily download lots of free vector objects from the net and then convert them to stamps which you can then place multiple times with the Viewer:
